I would like to enter a mod into the (Community Contest 4 - Mini-game/Puzzle) - but I don't want to buy the game untill I can get the ultimate version when it comes out later this month. Can I get the toolset ( a legit copy ) before then? pleeeeeezzze?

It's not possible to do that. Even if you do get the toolset installed, you won't be able to do anything since placeables/props/creatures/etc are fetched from the core resources that come with the Single Player campaign and without those, you won't be able to create a module.
