Is there a guide anywhere about editing 2DA files so that you can add a custom item that has its own mesh and dds files and such? Specifically, a hood for a human male.

But to answer your question: Yes, you can edit it or extend to it. The latter is the best idea in case Bioware decides to update it for some strange reasson, which will start a compitabillity war between your mod and the game ...and other's mods.
Dragon Age/tools/source/2DA/ should have the 2das you seek as .xls format
Take a read in that wiki article and you'll most probably understand all this.
