There appears to be an absence of any tattoos on bodies.
Am I missing them, and they are out there, or is it too difficult to mod?
Advice on how this could be done will be appreciated.

There aren't any because there is little point. You are only naked in a couple of scenes in the game, so unless you run around like that the rest of the game you'd never see them. It's also impractical because all members of a single sex/race share the one naked mesh. That would mean either every naked NPC of the same sex/race as your PC would have the same tattoos, or that you'd need to make your PC a separate race, or that you'd need to create a custom UTI with the naked tattoo mesh as clothes/armour (which would require extra work to get it into the cutscenes). In other words, you aren't ever likely to see this sort of mod appear.
