I know that this is an old topic (as lest on the old forums) but I have never seen a fix for it. I have tried the run as administrator fix but that doesnt work for me. I have also seen that you can manually unpack the exe and copy the files but I saw that causing kingmaker to only run in demo mode. does anyone have a real fix or am I just SOL?

It's hard to answer your question since you don't provide any specific details.
I just did a full re-install after upgrading from Vista(64) to Win7(64). I have UAC disabled for other reasons, but I don't recall ever experiencing installation issues due to UAC. What I have found is that, when attempting to install both the official campaigns and Kingmaker in a single session, the Kingmaker fails.
So my procedure is to:
1) Install only the official game.
2) Run the 1.66HotuUpdate found on the disc.
3) Run the Kingmaker setup.exe.
4) Run the 1.69CriticalRebuild.
Does this help at all?

I think that the problem is that you are missing the .dat files that the premium mods create in the "premium" folder.
EDIT: Only the premium mods in the Diamond Edition create those files. With them you bypass the online authentification. I'm telling this for avoiding people saying that he has installed "Infinite Dungeons" (for example) and it doesn't have a .dat file there

AzurDraak:
Your fix worked, and boy am I ever happy to be able to say that! I downloaded NWN off of Impulse, but I just couldn't get myself to play it until everything worked perfectly. Now that it does, I'm free to play.
I guess Kingmaker, Witch's Wake, and Shadow Guard just don't like to play nice with the Diamond Edition. :| Who would've thunk it. Maybe it's a bit late, but thank you for posting this solution.
