Well I recently purchased this expansion, patched it and played it a bit. Seems pretty cool overall, really cool music, decent enough plot. But i'm having some odd troubles with the toolset, I made a swashbuckler character and I wanted to give her a decent rapier to start out with, nothing too powerful, just something to help get by in the early portions of the game. So I go into toolset and make it, it looks pretty cool and stuff and i'm happy with the buffs it has, so I give it a name, Swashbuckler's Rapier, and set the resref and the tag to rapier_swash01.
I go in and load my game, put on debug mode and input the code, I get a shortsword called item1 with no bonuses or anything. So I exit the game and go back into toolset, for some reason the entire thing reset it to the default settings when I started it, I then put all the settings the weapon had when I finished before and go back into my game, for some reason it reset again.
My game is fully patched to the most recent version.
What gives?

The issue probably relates to how you save this item within a module. Since your goal is to get this into a module/campaign that already exists, I'll gear this explanation with that in mind.
The first thing you want to do is save a new module (with or without any areas, doesn't matter) as a directory. Make your item (create a new blueprint) then save (from now on, just use regular "save"). Now take a look at your MyDocs/NWN2/modules folder. You should have a folder in there with the name of your module.
The easy way from here is to copy-paste your item blueprint (the file will be named [resrefname].UTC) into your MyDocs/NWN2/override folder. There's a more complicated way if you want to apply this only to the campaign in question by using the campaign folder, but let's not go there unless we have to.
Hope that helps you out.
