Frankly, judging by Tali's suit, the way the hood hangs around her neck/shoulders suggests to me that she may have hair. That or the hood is too large for her head and thus hangs a little bit in the back.

To clarify, I didn't mean that their shared DNA chirality means that quarians should look more turian-like (although their feet and hands would tend to suggest they do). Instead, I meant that the fact that they are more disimilar to human on a genetic level than asari, drell, salarians, etc. are means, in my mind, that they should look less human. Having the same chirality wouldn't necessarily make them look similar, but haven't such radically different DNA would make them more alien in appearance, I should think.

Could have something to do with quarians being of dextro-amino acids. And Tali according to Grunt is made of tougher stuff than asari or humans.

This is a personal preference for female quarians, it seems (or perhaps just a model-by-model similarity for simplicity's sake and less model development like the males). Tali's earlier models(AKA, ME1), or the simpler models of other female quarians (in ME2) suggest that the space under the hood around the neck is empty. If you look on the back of a male quarian's helmet, it's tight to the head and littered with tubes and wiring. I aim to guess the female's is largely the same, only covered by the hood which drapes to cover the tubes. It's silly to think the quarians would 'leave space' in their suits to grow hair they would never see. Additionally, having empty space anywhere on the suit only makes for potentially dangerous situations. A small open space is difficult to lock down in the even of a breach, as you would have to lock down the ENTIRE space, rather than just the breach itself.

Tali's/quarian's design was more than likely solidified before Talimancers even existed. Bioware may toss bones, but they so far all seem to be preconceived bone tosses.

Actually, I don't see any reference to hair whatsoever. Think realistically. If all those tubes in the back of a quarian's helmet have to be for electronics, breathable air and possibly even water/food distribution. (Seeing as how external food is acquired by straw-like extensions below the chin...)
Besides. What's wrong with a silky smooth alien body? I don't see anything wrong. Nope.
