Hello folks!
I am currently about to finish a run as a Vanguard and had wanted to try out this domination concept for the engineer. However, when I create my new character, I don't get the "dominate" option for an additional skill. Do I have to wait to get Morinth in my group to pick this up or is there a way using the Gibbed Save Editor to modify my current save and add that ability?

Dominate is unlocked for your account if you side with Morinth instead of Samara on Samara's loyalty mission. What some people have done is unlock the skill and then reload so that they choose Samara and still gain Dominate.

Well, what is strange is that I went back and did an edit on my save to have Morinth in the group but under the retrain powers option, dominate still isn't listed as an option.

Have you try Advance Training?
I think I cannot choose Stasis as a bonus power during character creation but am able to get it from advance training.

From what I understand you're saying that you've added Morinth into your group through Gibbed? The only way to unlock it is by finishing Samara's loyalty mission with the saving Morinth option or by editing the Coalesced.ini file which unfortunately I don't know how to do, but someone else may be able to help you.

Do you by chance have an old manual save on any of your characters before the Samara loyalty mission? I have always sided with Samara, even on my renegades, because she makes a very good point that she's already sworn to help me. But what I did do was save before their confrontation, choose Morinth, do a manual save once the mission was over, and then reload and choose Samara before continuing on. If you could do the same, you should be able to unlock Dominate.
If you don't have a save for that part of the game, then I'm afraid to say you may have to wait until you get there in your current play through.

Incidentally, I actually learned my first time through the game of the heartache that comes when you don't do manual saves often, because I got to the final mission and found that I'd made some bad choices and my mates were dying, so I tried to reload and found out I had to replay from the Reaper IFF mission because that was my last manual save.

I actually went back and killed Samara on my old infiltrator and yup, it unlocked it for all my characters. Sorry for the noobish question folks!
