Mass Effect 2- Hiccups, Slowdowns, and Whatnot

A while back I started to have a mess of problems with ME2, which shocked me as it had, up until that point, run perfectly smooth. I had not changed any settings or anything, yet it suddenly began acting strangely.

My Specs:
Windows Vista x64
4GB RAM
Intel Core Duo E8500 @ 3.16GHz
Nvidia GTX 460

I got ME2 through a digital download via Steam.

The problems I am suffering from include:
*Random hiccups/dropped frames/pauses throughout the game (including cutscenes)
*Random jerky character movements during conversations
*Random jerky camera movements during cutscenes
*Slow downs and hiccups which occur at the exact same places each time (E.G. entering Mordin's clinic, entering the Ship's Armory, entering the Citadel's security checkpoint, etc.)


Changing the settings had no effect upon these issues, nor did forcing the game to run without Vsync and without a frame-rate cap. Disabling background processes also had a nugatory effect. My computer is not suffering from overheating, the CPU cores staying around 40C and the GPU about the same, and the power supply is functioning perfectly. I've checked my Motherboard and every other bit of hardware imaginable and am almost completely certain this is a software issue. I've also defragged my system several times over and run numerous malware/virus checks. 

The only other bit of information I have is that I started noticing these issues about the same time I installed the Kasumi DLC and, what's more, I've noticed somewhat similar issues in other Steam games since then. Any help to fix this problem would be greatly appreciated.

Ah, yes, as an additional bit of info, the game also seems to be consuming a great deal of my CPU's processing power; albeit, I have read this is not always in and of itself an issue.

Okay, another update: tried uninstalling and reinstalling again, no dice.

this may have something to do with hard drive speed. i have my steam games on a different drive than my OS, and the little hiccups/delays are due to streaming stuff from the hard drive.

i recently went back to ME1, which i had first played while it was ON my OS hard drive, and it developed the same problems.

as for solutions? i don't really know. you said you hadn't changed anything, but it's possible that you downloaded an extra game off of steam that may have bogged down your drive or something.

I'm a bit late as usual... But you can check your monitor's refresh rate. Mine was at 59 MHz (stupid cheap HP-monitor). I found a setting and forced it up to 60 MHz and the hiccups and stuttering is virtualy gone.
