My Top 10 in no particular order except number 1.

4.  The Illusive Man (Mass Effect) (Also, him being a villain is a matter of opinion)

[A Killing Sound]

1) Jowy Atredies (Suikoden II) Man, he goes from like the hero's best friend to ultimate villain. He tries to make peace with you, then lures you into a trap. Then after you win the damn war, he has the nerve to challenge you to a duel to the death.

2) Liquid Snake (Metal Gear Solid) Because he's awesome as hell.

3) Dracula (Castlevania series) He's lost like in like 20 games, and keeps coming back.

4) Ghaleon (Lunar Silver Star Story) He tries to act like he's on your side, but this magician holds a secret. He's actually the Magic Emperor, big time player, evil dude all around. Then he kidnaps Alex's girlfriend, brainwashes her into trying to kill you. Not cool Ghaleon.

5) Albert Wesker (Resident Evil series) He went from a punk double agent, to super powered bad ass. Plus the glasses make him look like Iceman in Top Gun.

6) Gary (Pokemon) He's your rival who always takes the pokemon yours is weak to. Then he seems to pop up and challenge you at the worst times. Come on Gary, I'm trying to stop Team Rocket, get out of my face for two seconds!

7) Ultros (Final Fantasy 6) An evil squid who wants to be taken seriously. Has a thing for dropping giant weights on opera singers which makes him more than a villain, but a tough music critic.

8) Kefka (Final Fantasy 6) The guy's an evil clown, which is bad enough. Then he blows up the world and laughs in his super tower of death. Yeah, he's a bad guy.

9) Gordon (The Adventures of Bayou Billy) First, good luck getting to him. Second, he taunts your efforts after every stage.

10) Dahaka (Prince of Persia: Warrior Within) When you see this beast, you know to run like hell. Turns out he's weak to water. Hey, everyone has their Achilles' heel.

Wow so many people here havent played BG2.
Irenicus is first on everyones lists and the reason that he wouldnt be first on somebodies list is because they havent played BG2.

3). Walton Simons (Deus Ex)

After that it gets harder to place favorite villians in numerical order or even pick out only 7 more villians as there are a lot of good video game villians out there so what the hell, for 4,5,6,7,8,9,10 I shall just place Super Aryan Hitler (technically not a video game villian).

I gotta say, Giygas from Earthbound was pretty frightening... and that fight with him and pokey in a spider mech was insane, 8-bit music followed by blast-beat heavy metal out of nowhere... pure awesome.
