Found this thing in the sign above the Citadel ramen chef's counter. Nothing happens when I try to interact with it. Bug?

I'm pretty sure it's doing what its supposed to. Getting Shep to just stand there.

This is the first time I've ever noticed this. Hmm... gonna have to try this out next time I'm on the Citadel.
