I thought it was somewhat disregarded on the basis that there is a better shotgun for every situation.... including situations where you need a balance of RoF/damage/clip...

I like them all except the GPS. I think I have sticky fingers, it maybe why I experience "delay" with GPS - the GPS only fires when I release the mouse button (cos holding the button leads to charging) while other shotguns fire as soon as I push the mouse button down.

Its because I'm a MLG-Pro 1337. Seriously though, Garrus as sqaudmate and Dominate as the bonus power, you can cause a lot of damage.

2. I tried the Claymore, but I could get in enough shots fast enough. True its a one-hit kill, but you can fire two shots, and potentially kill two enemies in the time it takes to kill one witht the Claymore

Yes, scimitar is better, that is why my vanguard does Samara Recruitment right after Horizon. Before that katana works fine. The real irritating thing ( about any shotgun ) is that ammo is a problem until you get the three shotgun upgrades that double the ammo.

I'm not sure it makes sense to brand the Scimitar as 'weak'. In the same amount of time it takes for a Evis to have fired a shot and ready for another, it'll have done about 110% of the damage with better crowd control and less effect on it's ammo reserves.

With Evi you have more time to get to melee range (1.25s vs 0.6-8s Scimitar) for maximum damage and more time to aim. But Scimitar is better stunner and much more forgiving weapon. But on the other hand it is very weak in damage per shot category, which is something not everyone enjoys. Personally, I hate the low damage per shot, so I use Claymore for Vanguards (because OSOK never gets old for me) and Evi for other classes like Sentinel.
