Howabout cameo's who offer a decent side-quest? If they died in you save you simply don't get the mission?

ex. in Jacob's dossier he has an email inviting him back to the alliance.
others might leave depending on actions you took with them,
ex. Tali loyal/unloyal? exiled/not?
some just have no reason to stay:
Zaeed, Samara, Kasumi (especially if Jacob leaves.
Some might leave then come back;
Samara.
And some will just be BFFs with you:
EDI, Joker, Legion.
Other's will play major roles:
Tali on admiralty board maybe? Wrex, Liara, Anderson etc etc.
We can prolly expect to see new SMs as well, it would be cool to have non-combat people that give bonuses to your missions/SR2.
I'm happy as long as I have Legion, Tali, and Garrus though.

Exactly. The whole game is centered around recruiting and gaining loyalty, not around the puny excuse for a "main plot". They'd ruin the trilogy if all that is supposed to be for nothing.

I recall a conversation with Samara in which she tells you she''ll come to your aid if you're a Paragon. So she may stay...sort of referring to that "Paragon Shep is the new Saren" theory since you've got the equivalent of an asari matriarch with you. And she'll leave if you're Renegade...not unlike in Dragon Age, right?
Tali and Grunt have responsibilities to their respective people...but again, that could change depending on what the player did. If you're Paragon, you pretty much made Miranda and Jacob quit Cerberus, and...I don't see why Jack or Garrus would leave, they don't have anything better to do.
The DLC character could very well be gone by ME3. Zaeed was paid to help with the collectors, and that's done, and if the greybox was not destroyed, Kasumi may have to keep moving.
All things considered, I'm expecting to see a few new faces come grand finale time. Perhaps only some will be available if certain ME 2 characters died, or...you only get a few, and if you neglected to help your squadmates, that's your problem. Maybe if you insisted on being a jerk in ME2, you'll have to trudge through what I'll assume to be the hardest fights yet with the minimum amount of people.

Hardest part is to write story with all possible choices made in ME1 and ME2 and execute it well in ME3 and really, really hard, but not impossible. But they got time and money.
