The Turian Councillor.
The guy is such a jerk but I never get tired of hearing him disapprove of your actions no matter what you do.

Conrad Verner - Guy reminded me of too many annoying people I've met in my years, up untill I heard what he does (on Iliums radio) if you go Paragon with him. Couldnt help fist pumping to that and thinking "Score one for the average guy".
Udina - He's like some bosses I've had. Is a complete ass, but I have to respect the guy for getting what needs doing, done.
That poor salarian on Mirandas loyalty mission - Should hate him just for being in my way, but totally redeems himself with the "oh. . . I F***ED up" face. I still shoot him anyways, but I dont hate him. Just business.
Udina - He's like some bosses I've had. Is a complete ass, but I have to respect the guy for getting what needs doing, done.

ME1: Fai Dan(?) - especially after he sacrificed himself rather than attempt to kill Shep.
Turian Counselor - I find him comical for some strange reason.
ME2: Aria - she may be a crime boss, but she's done Shep no wrong. (and I'm curious if her story in Retribution will have any effect in ME3)
Jack - she's supposed to be the 'bad girl', but her backstory paints a very tragic picture, so I can't fault her demeanor.

I actually thought he was going to be some weird-ass stalker. I was expecting a scene where Shep went into his/her quarters & found him either rummaging through personal effects or, even worse, lying in the bed naked.
But, he's still a likable goofball.

Politics are always pain in the a**, that's why everytime I choose Anderson as concilor with Udina as assistance. He knows the system but never a good leader.

If it is not the interruption by Shepard, what would all the staffs and colonists end up? If killing him will give you either morality, I would just finish him for Feros sake.

Aria, she is smug and arrogant but that makes her more interesting to listen to.
TIM, a manipulator who lies to you, puts you in a trap and expects you to die in the Collector's base but looks and sounds cool doing it.
The council, you are supposed to hate meddling beauraucrats, but they are needed to keep administration flowing smoothly and the rules away from you.

Who am I supposed to dislike? There are characters I am personally not fond of, but overall I enjoy the presence of any character that makes the game more interesting.

I think I do hate most of the NPCs the game sets up to hate.
I liked Udina in ME1, his speech at the end is boss.
In ME2 I detest that little bugger.

I'd like to throw in another vote for the Turian Councilor, as I absolutely love the Good Cop/Bad Cop dynamic at play amongst the Citadel Council, and in their interactions with Shepard. I find it extremely interesting, and it's development during the events of ME1 is something that intrigues me.

Admiral Xen. Even though she seems to be set up as a villain in ME3 or whenever the Quarian/Geth thing is resolved. I can't bring myself to think "OMG EVIL MUST KILL". I was actually interested in hearing her plans. Overall, I find that her goals for the Geth aren't THAT out there, and I can definitely see one of my renegade Shepards supporting her if possible. Plus, she's pretty much Morrigan in space.

I usually don't do short answers, but honestly I have yet to come across a BioWare character I dislike. I even like the ones I hate, like Howe and Loghain.

Udina mostly. Despite the crap he pulled with the Council near the end of Me 1 I found I had a bit of a soft spot for him. Besides, I got to see him get punched before the end. I was disappointed he had a small role in ME 2.
Xen is... I wouldn't say I *like* her really. But I am still a little star struck by her voice every time she talks.

Aria is teh awesome. I should probably not like the jerkass admiral guy who turns up to inspect the Normandy in ME1, but he was so mustache-twirlingly pompous that I couldn't help but laugh at him. I also remember thinking Jareth from the Archangel mission was pretty awesome (probably due to his unique salarian markings) and feeling a tiny bit bad for killing him.
Generally, though, I have the opposite problem of developing intense dislike bordering on loathing for characters I'm supposed to like. Though that's gotten less prominent in more recent BioWare games.
