I don't HATE the Council, but I think they're sticking their heads in the sand - every time Shepard came to them in the past, he was proven right, but instead of listening, even giving a token 'we're looking into your claims,' or a 'we're too busy trying to recover from the attack on the Citadel to devote resources to an invasion that we don't have tangible proof of.' Instead it's just 'we've dismissed the Reapers. Thank you for your time.'

Saren - Even with all the things he's done, I still feel sorry for him at the end of the first game.
Aria - My Shepard usually puts a bullet in the head of people like this. But I like her style and her attitude.

There's not many characters I hate in the ME universe. I certainly don't hate any turians, because turians are awesome. Including that jerk of a councillor.
I don't like that asari on Noveria who insults you and then asks you to help our by spying on the binary helix rep. I always take great pleasure in telling her to bugger off (paragon) or screwing her over by telling the rep about her plan.
I also don't like the asari girl (forgot her name) on Samara's recruitment mission - I generally shoot her, even with my paragons.
Conrad - well, even though it's fun to shoot him in the foot, even my renegades help him out (using the renegade path) instead of telling him to sod off. I always love the asari bartender's expression when he tells you how he got his N7 armour and how his wife paid for his flight off world. That and poking through crates for extra credits. Yeah, Conrad is us, really, isn't he?

Saren, for believing the reapers would spare us just by us making ourselves useful. Not likely, they'll just make us the next Reaper, or failing that the new collectors.

The Sovereing, the Harbringer and the Reapers in general. Best new sci-fi villains that I saw in years, even that they're too villanous to sympatize for them.
The Council. Just 'cause I'm waiting for the moment that they'll realize that Shepard is right and that they'll need him to save they a***s... again xD

You know, I suspect the Council actually has no power whatsoever and that they exist purely on the idea that everyone believes that they have a powerful fleet. I mean, come on. What have they actually done? I think they've got squat when it comes to military forces.
ANd that's why will be even more enjoyable humiliating them saving the galaxy at their place ^^

Tela Vasir - the only 'Spectre' yet deserving of the title (as Blasto is fictional... isn't he ? ). One of the most entertaining fights, too. I wish there had been another option allowing to save and possibly recruit her for ME-3
Donovan Hock - the carbon copy of the Matrix' megalomanic and slimy "Merovingian" lives ! You have to sympathize....

For some reason, a lot of people dislike her, but I don't. I mean, I know that most women felt that she was heavily objectified, and she kinda was. But there really was something else there, and if you look closely (no, not like that! XD) you can see a much deeper character.

Why would should one dislike Miranda ? Designed "close to perfect", a willing LI, usueful skills and she is actually vulnerable to the "Shepard Charm"PiEman wrote...

Xen has a great voice! And I really like Saren, at the end, you can begin to understand him and his perspective.
I also like Morinth, well, I admire her. If I was trapped, I would break free, I wouldn't rampage, but she has become powerful despite everything. She is quite a tragic figure

Aria: she was just really cool even though I'm not usually one to think criminals are awesome, Aria pulls it off.

I have no real respect for TIM. He's far to over confident for what he does. Even the Council wasn't as patronizing as him . . .
