Youre right, genocide is never a option to deal with another race but its hard to hate another species more (especially if Shepard have colonist background).

I don't think a 'sympathetic' Batarian would ever work well as a plot character: only someone who wasn't more evil than what you might ally yourselves for.

As I was about to say eight hours ago, I believe that our respective definitions of actions in the Hegemony's self-interest are rather disparate, and that I find yours to be somewhat naive, or at least overly optimistic. Cutting off relations with the Council and becoming a rogue state certainly wouldn't count by definitions that do not include "drive the humans out of the Verge by any means necessary" as a principal goal. Why would you reduce your political standing in the galaxy to that of the quarians unless you meant to act in flagrant defiance of the edicts (they can't be laws, the Council has no actual authority - look it up) of a Council who wet their robes at the first hint of war with the Terminus Systems? Why wouldn't such a state employ entirely deniable raiders - look at the number of times in this very thread you tell us you can't judge the batarians by Balak - to drive us out of 'their' territory?Nightwriter wrote...

Also, I'm sorry, but "You cannot judge batarians by their slave raids" is absurd. It proposes two entirely different batarian societies, one employing a kind of Roman bonded servitude system and the other a form of chattel slavery so brutal as to make the human history of slavery look like a campfire singalong - and that the more enlightened Hegemony proper has absolutely zero interest in correcting the misconception which ruins their reputation and renders them politically isolated.

We know the batarians abduct other species for the purposes of slavery. We know their government actively supports slavery and aggression (Skylian Blitz). What aspect of their (the batarians) existence could possibly mitigate this?
Did you know we know absolutely nothing about what the average batarian thinks of their government?
The Department of Information Control has authority over all incoming and outgoing information. We have no idea what they think or what they want. They could be sitting around thinking, "Gee, I wish someone would overthrow this darn government, I hate it so." Or they could be thinking, "F*ck it, I'll become a terrorist just to get off this damn planet." Or more likely they're thinking, "I better wash my master's feet before I get brain matter beaten out of me again."
The potential opinions and nature of the “average” batarian are quite irrelevant, because (even if they do run contrary to the “party line”, which is far from certain to begin with) they have no effect on the actions of their government or government sponsored groups. It is their government and culture and the actions they condone and support that must be made to end, if you can think of a way to do this without large scale civilian deaths, I’m all ears (or eyes).
If there was some way to end slavery by empowering some sort of internal rebellion, so be it. If the only way to end slavery is to bomb the batarians back to the stone age, so be it. But the ending of slavery must always be paramount.
