Not necessarily, the renegades would most likely side with Udina as he is doing all of this for human dominance. So the story wouldn't be able to revolve around Udina as being a villain, because it's completely subjective.

What we see in the comic is Udina with seemingly no need to talk to the other councilors, and with absolute power. This is him on an all human council. There is NO way they would let him A) Pick Bailey for Executor. And
It's clearly Udina on his own crew. This comic is assuming all the other council members are human from default.
This means that even if they say Anderson stepped down, the councilors still would be there, and Udina wouldn't have nearly the kind of power he needs to pull this on Pallin and certainly not enough to put Bailey in power. They would go nuts. The turian councilor wouldn't stand for it.
Look at how bad Anderson has it on even minor issues when it comes to the council.
And the power needed to investigate Pallin and accuse him of corruption? The turian councilor would lead that, if anyone! And if it was found out Udina did it on his own, he would freak AND AT THE VERY LEAST he would not allow Bailey in as executor!
And to add:
This comic conflicts directly with player canon when it comes to choosing to save the council in ME1 and appointing Anderson as a member of the council.

Canon is inevitable if Mass Effect will go on beyond ME3. The existence or non-existence of the Rachni, who was on the council, it would be almost impossible if you couldn't single out anything and had to avoid so many topics.
However I would prefer for the supplementary material to actually make sense with all possible playthroughs - I hope there is at least a sensible explanation that says why Udina is in charge if I picked Anderson, etc. I can see the comics as part of another "universe" that does happen too in the game lore, but slightly different to accommodate whatever happened differently in my game that would not have prevented the event from happening.

For those who are concerned that this comic makes canon an Udina-led all-human Council, I think I may see a hope spot: you'll notice on the data pad that Udina's title is spelled "Counsellor." That's not the same as a "Councillor." The latter refers to a member of a council, whereas the former refers to a diplomat similar to an ambassador, In other words, it's a near-synonym for Udina's title as of Mass Effect 1 (I don't know if his title changed in ME2 if Anderson is made Councillor). Now why Mac would actually make that word choice when it serves only to create confusion is anybody's guess. Mine are either:
(a) he wanted to mix up the wording a bit, or

Either way, I'm not too surprised by Udina's actions - he's always wanted to play Palpatine, and this could set up his chance to do so in ME3, supposing you let the Council live in ME1 and forestalled Udina's schemes of becoming Emperor Donnel I, or whatever intimations for the throne he has. I do feel bad about the death of Pallin, precisely because he was a completey under-developed character. But what's past is past, and I'll be interested to see Bailey's fate as of ME3. An Executor Bailey I wouldn't mind - better than Cerberus Operative Bailey, as the Illusive Man's end-mission brief for one of the ME2 missions (either Thane's loyalty or Garrus' loyalty, not sure which, if either) seemed to intimate Cerberus' possible recruitment of Zakera's grizzled cop.
Here's to hoping ME3 will be nothing short of spectacular! I think that this comic, whatever its faults, and the Lair of the Shadow Broker DLC do a good-to-exceptional job of setting up an engrossing milieu for ME3.
