I think Revelation was written during ME1s development, which is why it is referenced in the game. The author of the book is also the lead writer for ME1so it fits together pretty well.
If you are asking in terms of plot, Revelation plays about 20 years prior to ME1.

It could be that, if Anderson was Councilor, he had a lot more say. Perhaps when Drew said he can't step down, it's that he (Anderson) considers the position too important to leave. Just because he steps down from being an Admiral, doesn't mean he'd do the same.
Consider this: When he gets the info in Retribution, he can't take it to the Alliance because he he knows that a lot of them are in bed with Cerberus. Which leads him to hand it over to the Turians, overstepping his authority and costing him his position.
BUT, if Councilor Anderson got that information, he could just go right to C-Sec and/or the Turian Embassy and hand it over without fear of a conflict of interest. Problem solved.

I'm pretty sure at this point that Udina is the canon councillor. I don't exactly like the choice, but I think it'll set up for an interesting confrontation with him and the rest of the council in ME3, which is always good.

If you put these altogether, Udina is likely the deep-cover agent of Cerberus. As Ceberus always try to put humanity at top of all race, it just make sense that Udina is their agent.
