There's some debate as to how many talents we get per level. I suspect it's somewhat like ME where you get more on the lower levels because I've heard people say one talent point per level and I've heard people say two talent points per level.
Ah. Well, there's exactly zero point in planning out your character before we know this.

You can unlock them by buying books, asking your party members and during/by certain quests.
Once you have unlocked a specialization you can select it, on the right part of your first level up pages.

Yes. At level 7 and 14 you gain a specialization point. You need to read books/do quests or talk to your companions in order to get some specialization skills. They are locked to you, yes?
But keep in mind that all specialization skills you can get by reading books is unlocked when you reach level 14.
Also, when you first unlock them, then they are unlocked on all your new games.

It is a good idea to look at your team. Some specializations are not needed more than once in a team. Like... 2 healers is not really necessary, so you should try to avoid that.
