Honestly I found her to be so offensive, and blind that I could not stand her.
As Anders so nicely put it:

She was cranky, and angry, and cold, and then she kind of grew on me.

In seriousness though, Velanna could have been like Morrigan, but Awakening is way too short for that sort of interaction and growth to happen. I really forced and rushed my way through the friendship with her so that I would be close to 100 before I went off for the final battle. It's a real pity, as I would really have liked to get to know her better, see what drives her, help her come to terms with what happened with her sister and so on. In the end, I got 2 slides for her, one showing she had changed, but one where she was always upset with me because I didn't deal with the Architect. At least she lived and was changed from the hate machine she was.
In many ways I guess, it's a problem with all Awakening characters. So much potential, but just not enough time to truly cultivate the relationships like you had in Origins, with the exception of Oghren I guess.

It was fitting her "friendship" bar actually goes up to "Love" if you gift her and talk to her enough. I had to get it pretty damn high to finally trigger her personal quest and damn if it isn't short but fulfilling.
You really can't patronize her, and sometimes you gotta tell her like it is before your dirty shem/dwarf/dull-eared words get through to her. Now I guess i gotta write a Velanna story...

I can understand why she's attractive to some people, but I'm not one of them. To me, she was just an even more jaded Morrigan, and since I'm not overly fond of Morrigan, I'm even less so of of Velanna.
And EVERYONE seemingly "picks on her" even bloody Justice pulls a Wynne and lectures her bony tuchus. She is good times whether she's having a good time or not. I swear she's one gamma bomb test away from becoming what she hates most.<3

I sort of thought that she disliked city elves for being too close to humans, but it seems that it's only their submissive attitudes that she's annoyed with. This has made her even more awesome.

Amok? She's still under my command, and I need someone with her will and drive to unite the Dalish after Zathrian decides to eventually bugger off. With luck, my influence will at least make her more accepting of the city elves; we need every pointed ear we can get for the revolution.

If you recruit her for your revolution, don't say I didn't warn you when animated trees grab you with impaling roots at a very inopportune moment, and she attempts to rally your own forces to march under her own banner.

Zathrian always ends up dead in my games so hard for me to speculate on that. Lanaya is a peacemaker and tries to mediate with the humans, so I doubt she's your revolutionary leader. Basically what you're suggesting is a Dalish civil war mixed with an elven uprising.
