I kind of have mixed feelings now about having most of my Origins and Awakening buddies want to stay with my warden forever and ever, since it means they probably wouldn't show up for me in DA2. :\\\\\\\\

here is what it says:

Rivain was occupied by the qunari and still have their own special brand of the Qun. The qunari don't consider them a part of their culture, if memory serves correctly from various Word of God.
