Because we definitely need Dragon Age to go the way of Halo Wars, that seemed like a good idea at the time too.

Don't you dare compare the Total War series to Halo Wars. And would anyone on this board really care if Bioware licensed the Dragon Age universe to Creative Assembly and let them go to town while they moved on to DA3 or whatever? Well, they probably would, but they'd be just as misguided as ever.

And yeah Halo Wars is most certainly NOT Total War. VERY, VERY different games.

How would they react to that? And if it's a positive reaction, then there it is, isn't it? Your answer. Now all you have to do is wait for them to come out with the new Total War mod. Complete with quests and everything.
C'mon folks. Isn't that part of what the problem is around gaming communities. Those wanting other game genre to modify more to their likes. Let the games be the games. If you want RPG, then let it stay RPG. If you want FPS, then go find an FPS game (there's plenty of each out there). Or whatever it is you want to play. Keep it simple. Let the companies continue to do what they have proven they do best.

I don't get how people can act so threatened by the suggestion that the setting for an RPG would make for a good (insert genre here).
And you'd be amused how many mods incorporate RPG elements into those games, especially when it comes to "levelling" up generals and governors, for example.

Instead of England - Felrelden.
Instead of Mongols - Darkspawn or whatever.
Instead of Pope - Chantry.
So not with quests and that, but the strategy / army building side of things.

IMO, Bioware should stick to RPGs. They could of course license the IP to another studio, but I wouldn't be interested in such an RTS. It's pretty plain that you'd like it, however, so you just keep on hoping...

IMHO, it'd be cooler if one of the future DA games had the best of both: the grand strategy and large scale battles of a Total War game, and a great RPG...all in one package.

Yeah, but doing both genres justice would be impossible without something resembling infinite time and resources.
