----For Steam buyers this worked for me so here it is from another thread----.
For everyone who is having problems with the DLC on the ultimate edition - I have the answer. I was told what to do by a friend of mine who had the same problem and his worked straight away, didn't thing the same would work for me but gave it a try anyway.

hopefully it will work for everyone else too.

find your dragon age folder, you may have saved it else where but this is how I find mine.

C:\\\\\\\\Program Files \\\\\\\\ Steam \\\\\\\\ steamapps \\\\\\\\ common \\\\\\\\ dragon age ultimate edition

once your in there find the file that says REDIST should be near the bottom, once in there run the file that says DAOU_UpdateAddinsXML_Steam when that finishes run the other file called DAUServiceSetup_Steam, when both have finished start up your dragon age ultimate and hopefully everything should be working.

Holy crap! This fix actually worked for me!
I've been trying /everything/ and so far this seems to fix the problem completely, the only issue I had is that I couldn't find those folders in my redist unless I used the search option for it

Use this fix if you own DA:O Origins on a W7 64 bit steam version, it worked for me, chances are it'll work for you

Okay, I just got it to work after going through this thread, figured I'd let everyone know what I did and not be lazy and just be on my own merry way.

So, I'm on Windows 7 64bit.

I already owned (and registered) a retail copy of DAO (had also registered the DLC that enables Shale as a companion.. love that guy)

I wanted to play Awakening, and when the steam sale came up with the Ultimate eddition, I figured, well, its cheaper then just Awakening on its own, AND has all the DLC.

I downloaded through steam, installed, logged in, DLC there, but not enabled. So I basically did everything, exept for the file deletion.

Quit DAU.

Go to the Bioware page where you put in your promo codes.

Add the promo code from steam.

Logged out/in and checked to be sure [a little paranoid? sure, but I wanted this to work]

Went into the steamapps/redist folder, ran the exec. went back into DAU.... nothing.

Back to the Bioware account page, only this time, Also registered the DAU code in the registered games section.

Back to the redist folder, ran BOTH execs.

Launch back into DAU. New game still gives warning.

Open the DLC manager within. Still showed as disabled.

Manually logged out of my account within DAU. And logged back in, without quitting, still on the Downloadable Content - Installed Content tab.

Game appeared to lock up for less then a minute [though the music still ran] screen refreshed, and all content was enabled.

Thanks to everyone who suggested any of the solutions I eneded up using. Hopefully others will get theirs to work with my combination. GLHF.

I hade this problem and it pissed me off to no end.

So I did my own little fix and this how I did it.

Go to document/bioware/dragon age/settings/

Open the file Addins.xml

Search for the text string RequiresAuthorization="1" and change it to RequiresAuthorization="0"

Now all my content works.

I have paid for them and bioware didnt deliver so I don't consider this fix nothing but fair.

Hope it helps.

FOR THIS TO WORK, CHECK http://social.biowar...ntitlements.php

IF THE DLC IS NOT LISTED, IT WILL PROBABLY NOT FIX IT. IF IT IS LISTED, IT SHOULD FIX IT.

Download this - http://supportfiles....nostic_beta.exe

Run it.

Read the log file.

If it says:

[Sunday Dec 26 10:42:30 2010] rc=0 ; ServiceStatus=NotInstalled]

Wait for it to finish. Then go to Services.msc (Control Panel / Admin / Services)

Refresh services list.

Find "Dragon Age: Origins - Content Updater" on the list, right click, and "Start" it.

Load up game, log out (if logged in), log in - all content should be authorized.

(This is a hackier version of Snowysoul's fix. Wish I'd read that first; my bad)

Thanks, Shemmie, you made my night!

Got Dragon Age Ultimate from steam it didn't work at first either.
But got it to work and wanted to clear some things up.
Got 2 CD keys one for the Ultimate edition and one for all the DLCs with it
Make sure Dragon Age is closed and not open
The Ultimate edition key is entered on this site under Profile > Registered games and put code with the correct platform that you have. try with dashes at first, (worked for me) if not try without it.
For the DLCs to work enter that second key under Profile > Redeem Promo code enter it in there and without dashes as when i did it with dash no dice!
Start up the game and check your downloaded content and it "might" say unauthorized, mine did but gave it a minute and tab over to buy then back and it cleared up. i suspect all it needed was time to check to the DA servers idk. hope this helps.
Also just some FYI used this on a windows 7 64 bit system

Thanks a lot for that, the dashes thingy did the trick for me (Ultimate bought on Steam). The game kept saying "unauthorized", though, until I logged out, and logged in again, and there was it.

The remove-the-dashes thingy is beyond me, though (Good job, Bioware! How many frustrated/angry customers unable to activate their games. Not everyone has the patience/inclination to search the forums for answers...).

Again, thanks a lot, Mr. OP.

Thanks Beregond and everyone who suggested starting the service, i was gradually losing hope. It's pretty ironic how the people who actually buy the games legally are the ones who have to deal with such **** every time.

Seriously this made a very bad impression on me, I will think twice before I buy something through steam again.

I think it's less steam and more EA. I've never had a problem with steam stuff, but I downloaded ME 2 directly from EA and I had similar troubles getting my ME 1 save files synced up so I could import my character.

I honestly can't believe this nonsense! Why the funk are we, the consumers, forced to fix this shiz ourselves? This is beyond unacceptable, Bioware!

1.  If you want to play out the seaman's foul language scenario, do it elsewhere as there are at least a few of the distaff members who prefer not to have to "listen" to it.

2.  For the most part, EXACTLY as described at the top, Bioware itself "isn't in here", so to complain, for that, go elsewhere as well.

3.  Your problem may be more related to your vendor anyway, and if their support is bad, demand a refund, but again, take it elsewhere.

4.  If you can't handle the complexities that PCs add to the gaming dimension, stick to console games.

Bye!

i have a similar issue, but in along winded way, i got the deluxe version of the game originally via EA store, then got the game again via steam when it was bundled with awakening, finally i got the ultimate edition via the ea store (it was cheaper that way then to buy all other dlc seperately) and i get this unauthorized issue >.>

Ok my problem is that I got my DA Ultimate Edition off Steam, and every thing was working great for a while then for some reason (I think I installed a mod wrong) all my DLC was un installed and when I tried to re install them I suddenly needed Bioware points? I don't even know what Bioware points are. So, I un installed the game and reinstalled it but I still apparently need points. I can't even reinstall the Blood armor DLC. Will the solution mentioned by Shemmie and others still work for me? I'm clueless when it comes to computers.

Well, I tried Shemmies solution and it didn't work. I've been trying to fix this sinse 9 am. I'm officially pissed off. I have a feeling I'm gonna have to buy my DLC AGAIN! Awakening doesn't even show up.

Ultimate Edition comes with all the DLC.  It needs to be authorized, not downloaded.  Did you install Ultimate Edition over a previous version of the game?

OK ONLY FIX FOR THOSE OF YOU WHO CANT LOAD THEIR DLC IN ULTIMATE EDITION

MAKE A STEAM BACKUP OF THE GAME, THEN UNINSTALL THE GAME, AFTER THAT DELETE BIOWARE FOLDER FORM MY DOCUMENTS WHICH INCLUDES ALL SORT OF CRAP (COPY UR SAVES TO SAVE THEM). REINSTALL THE GAME AND LOG IN WITH UR PREVIOUSLY CREATED ACC WHICH U USED TO REGISTRATE THE GAME OR MAKE A NEW ONE AND REGISTER THE GAME AGAIN. GAME WILL LOAD AND START DOWNLOADING DLC, IT TAKES SOME TIME TO DOWNLOAD U CAN KEEP TRACK FROM INGAME MENU.

EVERYTHING WORKS NOW
