Kin are everything in dwarven society, hence why even a casteless **** can make life good for her family by simply bearing a son for some noble. So by one person taking up arms, his or her whole family will benefit from the newly gained rights and privilages. Thus, the old, sick, or too young members of the casteless family would also reap the benefits.
It's called incentive. Bhelen, unlike Harrowmont, is giving the casteless opportunity to improve their standing and lives, in exchange for badly needed troops to fight off the darkspawn. There's no such thing as a free lunch. It's a fair exchange. They don't have to fight darkspawn. They can continue to live in squalor and crime. But if you want something, you gotta give something. Bhelen provides opportunity to the casteless, the casteless in return provide military service to Bhelen, and thus, Orzammar, which is for the greater good of the city, and the dwarves as a whole.
Far better than to stagnate and wither under Harrowmont, who actually razes Dust Town to the ground during a rebellion, thus making casteless life even more unbearable. And under Harrowmont, they have no opportunities to improve their lives.

Perhaps suggest that it would be a simple matter to march on the quarter, or simpler still to withdraw infrastructure support. Unless they join the House of the new Paragon that aided Harrowmont perhaps. And since Harrowmont will not be around for too long, the throne and Assembly is up for a change fairly soon, and maybe someone else can offer a longer lasting solution than the Man Who Should Be KIng Because He Killed His Family; kinda ironic since Kin are everything.

When they say people flock to your house, I get the impression they mean as followers. For example, like smiths and warriors in your service. I don't think they actually become nobles in your house since they aren't in any way related to you. So they're still just casteless. I could be wrong though.

Agreed. But while a part of that House, they would see a better way of life than Dust Town. And as a part of a Paragon's House, the Shaperate would be compelled to record their names or lose details concerning the new Paragon. Being KIng is OK, but this seems better, plus it has some freedoms not seen by those enwrapped in politics..

It will not be easy; almost as dangerous being in the House of a Warden as it would be joining the Legion. But I welcome all, after all I also have access to the palace and Harrowmont's estate.
