my latest playthrough I was playing a male Cousland and realized you could apologize to Leliana and Morrigan for being a jerk. Can you also apologize to Zevran or Alistair for being a douche?

If you offend Alistair, yeh, you can, at least a female romance partner can. I don't think it's possible to offend Zevran, however.
Edit: I had the option come up after getting into a fight with him about him not mentioning his birthright. It was funny. He dumped her, the option came up to apologize, and then it was possible to start the romance again.
