What are the three numbers of Attack Bonus for a weapon in the character sheet?
For exemple:
"Attack bonus: +17/+12/+7"
And why does the second hand weapon only have two?
I look in the manual and on nwn.wikia and I don't find the answer

It means you get three attacks per round, each at the AB listed. (first at +17, second at +12, third at +7).
Offhand gets only 1 attack. If you have Improved Two Weapon Fighting, you get a second off-hand attack.
