From what I can tell these two abilities that Mordin has are basically the same, so it makes more sense to max Incinerate, his passive and just one of these, while ignoring the other.

Both disable enemies as crowd control. Only real differences I can see are that Cryo Blast affects everything while Neural Shock only works on organics, but that Neural Shock lasts longer. Plus Cryo Blast, unless I'm wrong can knock enemies down behind cover, while Neural Shock keeps them up like sitting ducks for longer.

Which one do people recommend?

Go with neural shock because they are incapacitated longer, heavy neural shock disrupts enemies and prevent them from take action and neural shockwave lets you easily pick off groups of enemies, it is a great crowd control ability.

Go with Cryo Blast. Neural Shock only affects organic enemies and doesn't give a damage boost. Cryo Blast affects anything and you deal double damage while the enemy is frozen.

For Mordin, I choose Cryo Blast - when maxed it has only 4.5s base cooldown and works against everything, not just organics.

Neural Shock is probably better used for Shepard, to be honest.

And with the re-spec in Lair of the Shadow Broker, you don't have to worry about wasting any points.

Evolved Cyro blast has a cooldown of 4,5 seconds for mordin. So its the squadmate power with the shortest cooldown of all and really worth it as a form of crowd control.

Fantastic for husks: strip 'em of their defenses and have Mordin hit 'em with a Cryo Blast. By the time you strip some more, he's ready to go again.

Mmm... papi.

In all seriousness, though, Cryo Blast offers plenty of advantages over Neural Shock, at least on Mordin.  I find the delay between activating the power and the point at which the enemies actually freeze somewhat prohibitive, but that's probably my fault for getting in over my head in the first place.

Since the ShadowBroker base respec terminal, I always max out Cryo Blast instead of Neural Shock, for the sole reason that Cryo works everywhere, while Neural Shock is limited to organics. Without Cryo, Mordin is preety much useless against synthetics.
