So not only do you want to free the amges and give the Elves a homeland of their own. You want to do it at the same time. There is no way in hell that it is achieveable.
If you want a homeland for the Elves let Lanaya claim the Hinterlands and let the Elves build themselves a new future there without bloodshed. Give up on the mage emancipation, it will never happen.
