He's been confirmed to not be in DA2. Yet he can't be killed, even after he betrays you in haven. Plus, even if you leave him in the cage, he could still have escaped when Hawke did.
Moreover, since the Qunari are the main antagonists, Sten would have made for a great boss fight. Granted, I'd feel bad about killing Sten, but still, it's a missed opportunity for pure epicness.
Why isn't Sten Returning?

If Sten doesn't come back for DA2, I think it's safe to assume that we have something bigger planned for him later, don't you?

There are promotions. No Arishok has ever taken up the job at the age of 12. Your "role" is "military." or "priesthood." Not, "Second assistant undergardener."

You get promoted within your field, as much as possible. It's also always possible for a mason or a smith to eventually become Arigena.

All soldiers start at grunt level, though in different military branches. Grunts in the navy require slightly different aptitudes than grunts in the infantry or cavalry.
