I think he means that both Australia and Texas are looked at by their peers - the Commonwealth and the rest of the US respectively - with bemusement.

Oh I see now, I thought he was trying to say he was from the Texas that is in Australia, which is pretty rural. Now I just feel silly. Also, if your idea of Australia is based off of a Simpsons episode, you're going to be pretty surprised should you ever visit. Or visit the Gold Coast, at least.

My idea of Australia is based off of Monty Python, that absurd sunglasses-and-hat party teen, Men at Work, and my old guild leader from Conan. 

If it turns out the women don't glow and the men don't plunder I will be very disappointed.  Don't ruin it for me.
