threat, that makes sense. It's been said numerous times though that it
doesn't make sense for the Council to say there are no Reapers when
they are only talking the Shepard and Anderson. They would know that
those two know what they know, that the Reapers are real. To anyone
else though, yes, they say the Reapers don't exist.
The only way
to change it is for the Council to not have said anything about Reapers
at the very end of ME1, and instead thank Shepard for stopping Saren
and the Geth. That would fix it, or the Council would have to say one
of the three things iakus mentioned earlier:
"We can't trust you with our secrets 'cause you've been working with Cerberus"
"Sovereign's dead and the Keepers neutralized, so the Reaper threat is gone for good"
"We have Top Men working on it right now" (kudos to anyone who gets that reference)
But
like we've been saying, for the Asari Councilor to act as if she had
never thanked Shepard for stopping the death of billions by "Sovereign
and the Reapers" and then say that Sovereign is an advanced Geth ship
and there are no Reapers is an absolute discontinuity. Also, the Turian
counselor says "Ah, yes 'Reapers' " mocking Shepard and telling him
they are just mythological just can't be rationalized.

Actually, there is one more thing I could think of that would make some sense:
If
you find out later that somehow that, even though the Keepers can't
open the Citadel relay anymore, they emit a signal that causes beings
that have survived encounters with the Reapers forget about them, thus
making the Council truly believe it was only the Geth. I think this
would actually be kind of a cool way to fix it, by saying the Keepers
have a sort of "failsafe," in case anyone survives a Reaper attack.
Then survivors wouldn't warn others about the Reapers.
It could be
said that signal they emit that makes people not believe in the
Reapers/forget about them was also modified when the Protheans changed
them so they couldn't open the Citadel mass relay anymore. So, while
the signal still worksit just takes prolonged exposure to it, something
only being on the Citadel could do. Also, since the signal is modified,
it wouldn't have its effect on everyone, those with a strong resolve
wouldn't be affected.
The whole strong resolve thing I put in
there to make sure that it still made since for Anderson to believe in
the Reapers, since he's been on the Citadel and all.
