Unless you have access to their account, no - as far as i know digitally. However, there are physical cards (much like ones for Itunes or Xbox Live) that you can purchase, then redeem the code on the card to credit your account with however many points the card is worth. This would be a good way to gift points, though I've only ever heard of these cards existing in countries who's users for-whatever-reason can't purchase the points digitally.

Ea has a cash card out now.They are $20.00 in the USA.
Sadly they dont have a $5 or $10 card.
I have tried them out.Yes you can buy bioware points that way.
In fact,the page to buy bioware points even has a use ea cash card option,and it will deposit any unused funds into your master ea account.
