There seems to be an issue with applying a VFX on the impact node.
I made those scabards as a VFX and applied it there.
The result is that it doesn't appear at the right place on the creature (as you can see on the first screenshot), though it  appears at the right place on the mounted creatures.

But when a creature sustains damage, the VFX goes at the right place, as seen in the second screenshot.

Is there a known bug with that?

I've see this happen in my PW with some of my own custom VFX. The problem seems to be that certain animations cause the impact node to rotate, but then it doesn't always rotate back into proper position, leaving any aligned VFX in odd positions. This seems to happen a bit more often with non-BioWare phenotypes, but I've seen it happen with the default ones as well. I don't know of a fix for it that doesn't involve a quick phenotype change.

I believe I have found the source of the issue. The bugging models are the ones using a phenotype from the ACP Animations set, it works fine on any other phenotype. I guess the impact dummy might not be at the right place on the model.

EDIT:
Just saw your reply The Amethyst Dragon.
I'll try to find a workaround now that the cause of the issue is known.
