I dont know what DLC i should buy

(the dlc dont have to have all these things but i really would like a new weapons (ill just buy the firepower pack LOL)

"Price of Revenge" and "Project Firewalker" are free.
Prive of revenge is nice since it adds a shotgun and a new bad-ass companion character.
Project Firewalker adds a horrible little tank that you can only take out on specific missions, but hey, it's free.
As for BUYING new DLC, I'd reccomend in order of personal praise:
1. Lair of the Shadow broker: Wonderfull new misson on several beautifull locations that takes about two hours to finish, with enough little additions to keep you busy. http://www.eurogamer...w-broker-review Highly recommended.
2. Stolen memmories: Short, rather bland mission, but you get another companion which recurs in ME3
3. Overlord: Good long mission.
Don't bother with anything else. If you absolutely have to have new weapons, go for the firepower pack.
Also, Mass effect 1 is very much worth the effort if you don't have that already. It gives you a really good entrance into ME2 and it should be at bargain bin prices right about now. I just have to warn you that it plays differently from ME2 in that it has more space to roam or fight in and uses different, but not unpleasant combat mechanics.

If you like liara I would get shadow broker dlc. If not I would get overlord. You can't go wrong with either one though. I thought both dlc were more fun than most missions in the game. But you might wanna get the game first before thinking about dlc though.

Story-wise Lair of the Shadow Broker is the best choice in my opinion. And yes, you have to drive around in a car in LotSB once. It also contains several other extras after you completed it
Take Kasumi if you want the SMG(which is on par with Assault Rifles and a lot of your squadmates use SMG's), the additional casual outfit and Kasumi as Squadmate. The mission is okay but nothing spectacular.
Take Overlord if you want the better mission.
This would leave with 240 Points to spend on Aegis, the appearance pack, the equalizer pack or the weapon pack. I would take the Aegis Pack. I really like the Kestrel Armor and you already said you want the Sniper.
