In short all Mass Effect 2 customers should be treated to the same content be it on the PC, PS3 or 360.
Also, not that I know anything about what deal BioWare made with Sony, but I speculate exclusive content was part of the deal. It may have been deemed a small price to play if the exclusive content didn't create a large disparity in the three versions of the game, which I really don't think the interactive comic does. Not only that, but the BioWare team had to get innovative with their port to PS3 because they knew ME1 wasn't an option, unlike it is for 360/PC players. The interactive comic allows for people who hadn't played the game to make some key choices to import into their ME2 game. An innovation that came too late for the original release of ME2, but could find its way into ME3 territory for all platforms. Result? No lame default ME3 story.
As for the PS3 owners getting the DLC packaged, I already went over this in the old thread that Jesse Houston locked, but newer versions of games always get reduced price tags and extra content as the months go by. What the PS3 owners are essentially getting is an ultimate version of ME2 with DLC that has been created up until that point. Lame that the 360/PC users don't get a similar version? Not really. For the price the game is going on those two platforms now, once you purchase all the DLC separately, the end price is likely still cheaper than what the PS3 players have to play. Because of that, I don't see why BioWare needs to make an equivalent ulimate version for the 360/PC at this time because it will be incomplete: not all the DLC that the developers intend to release with ME2 has been released yet.
