Once we're no longer dependent on fossil fuels (i.e. in the time of Mass Effect), I suspect there really wouldn't be much money to be made in the intervening years to keep an incredibly unsustainable city like Dubai functioning.
Dubai isn't sustained by oil. Its sustained by investment and tourism.
Right but oil money pays for their reckless use of water, human resources, etc.
I'm not saying it's not a cool idea, the place is already futuristic enough as it is.
But probably the most we might see of home would be a cutscene of various locations on Earth during some kind of Reaper attack, or a happy-go-lucky ending sequence like in Return of the Jedi's Special Edition. Maybe a shot of citizens running in fear or partying around an Eiffel Tower surrounded by futuristic stuff, the Kremlin, the Forbidden City, Giza Pyramids, etc.

Travel to Earth,London is confirmed! and vehicles in this trailer are gunships and fighter jets but I think I see some high speed boats over the River Thames and a helicopter far in the background right next to a Reaper.
Also Bioware please bring back a newer version of the Mako and put a Mass Effect version of the All Terrain Armored Transport (AT-AT) for ground vehicles in ME3!

Secondly, I'd prefer to have only one or two big missions on Earth. Unless of course there is a part of Earth that has a 'Citadel' feel to it. Like maybe after you clear out a section you can come back, talk to survivors, help the resistance, etc. Thinking about it... maybe like Illium/Omega in ME2 where there are a few missions but also more to do.
