True, though when you enter Orzammar for the first time, It's Bhelen's men that boldly strike out and kill one of Harrowmont's men, and Harrowmont goes running. That Bhelen is hanging out in his house never seemed like hiding to me, more like a quiet, safe place to plot. I think if he really felt the need to, he'd leave.

He's old. It takes his brain longer to tell hislegs to get moving.
But more than anything, I think he is simply in shock that Bhelen's men just did what they did in broad daylight, in the most public place in Orzammar.
