This game has huge concept flaw just as DA2 has, both aren't a pile of **** but they aren't even close to be a gaming milo's venus.
You might as well complain that COD's system is broken as well because ppl keep pwning you lol.
Quite a few of us can agree that while some of it needs tweaking so that signs activate each time u press them for instance(although it doesnt happen very often), it is quite manageable and a lot of fun.
The damage is perfectly fine.
Switch-target is something some people have had issue with, although once you got it then it's easy enough.
Aside from that there's a Swordsman skill to allow you to damage people who stands within the range of your attack against your intended target. Also there's a mod out for people who find the targeting disagreeable.
You can't block while you're performing another form of movement like attacking for instance. If it's the part where the blocking drains Vigor, then there's a mod for that too.
Dodging is fine too. There are Swordsman skills to decrease the backstab damage you might receive when you being rolling away. There's also a skill to increase the rolling distance.
If you want higher damage then go for the strong attack instead of the fast, although combo'ing them works pretty well too. Other than that, there are potions/oils/runes to increase the damage. Crafting a new sword is very important too when you get to that point. As is remembering whether to use steel or silver against a particular type of enemy.
Quen is a sign that's pretty much as
must when you're just beginning since it absorbs a lot of damage, and that helped me at least as safeguard of a sort when I attacked others, but still had to be careful.
If I get hit because I allow myself to be ganged up or can't react in time to block/roll/attack then it's definitely my fault.
Axii to push, if that opponent is near an edge he can be pushed down. It can also stun people every now and then, allowing you to perform a finisher.
Yrden to trap others, which lasts a fair while although higher level monsters can resist them.
Igni to cast fire on people, can incinerate them which lowers their guard.
Axii to temp mind-control them. And using that MC'ed monster as distraction or to gang up on an opponent can be quite helpful.
On normal difficulty and less potions aren't required. I used Cat Potion sometimes to see in the dark but that's pretty much it.
This game has been recognized as having a steep learning curve and to be very unforgiving. Even if you can manage multiple opponents, still have to be wary of one.
E.g. when I went to investigate the Kayran's mucus(or whatever), I encountered 6 drowners or so I died a few times at first(still had trouble adjusting to hard difficulty), first I defeated them with potions but I thought I should be saving up a bit so i reloaded and completed it without potions and without even taking a hit(2 hits with backstab from monsters). Got killed later on when I encountered 1 Nekker Warrior though. Was thinking of how easily I took down the drowners and got a tad too proud.

If you haven't given anything I mentioned here some thought or used it, then you might want to give it one more go.
If you have, then I don't think that you were ever the intended target for CDPR.
