I too lean towards the theory that it was Philippa who poisoned Saskia and that she knew all along that she was a dragon. And the antidote was complicated enough to keep Iorveth and Geralt if present, busy.
However it was a more or less big gambit on her part if she indeed was behind it, as Vergen nearly slid to civil war with Saskia's absence.

It is also possible that it was done by members of the Aedirnian nobility and clergy on their own accord. Some nobles welcomed Henselt's invasion as they would rather have that than a peasant rebellion.

In order to ensorcel Saskia, Philippa would need a rose of remembrance. The only one within reach was Triss'. That's leaving a LOT of things up to chance, as well as exposing herself to risk that she'd be found out and risking loss of the battle of Aedirn to Henselt which gains Philippa exactly nothing.

Philippa is mentioned in some form of asscoiation with the poisoning but i'm damned if I can remember where, it might be at Loc Muinne. My theory on Henselt's mentioned nowhere at all.

I agree, Henselt always seemed too much of a blunt instrument to poison Saskia. He's not stupid by any stretch of the imagination, but his approach to the situations present seems to be more forceful. A display of naked martial aggression to intimidate the opposition, even if he does have the military muscle to back up the threats.
Dethmold on the other hand, I can see him coming up with such a solution.

The Nilfgaardians took it from Philippa, that was Cynthia's mission (at least partially).
You can even see the statuette in her home, before Cynthia runs away.

Also, I gotta say the color palette on 360 seems quite limited. But the new charcters and locations look pretty cool. And Brigida..meeeooow!
