You don't. I'm just explaining why you currently have a weak build, but you still have a few more levels to go, luckily.
Trap him, roll behind, and backstab. Then set another trap before he recovers. Rinse and repeat. As you level up quit spreading out your skills but start upgrading them in one tree.
Edit-I can't remember but you might get a chance to dope up for this fight.

Run around/roll when he calls for arrows and trebuchets.
Beaten it first time, no problem on this last Dark Mode run.
(had Blasphemer armor, didn't bother with the Oathbreaker in Act 2)

Then I recommend you use a trainer to put points into the roll distance skill at least
For Retail or Steam game versions
Launch the trainer, start the game, load the level then press NUMPAD 1 and you'll get 5 talent points.

Well I noticed from the posted build that there is no improved dodge, not even level 1/2 so it can make things incredibly frustrating for him/her. I personally couldn't play this game without dodge at 2/2.
Then again with upgraded bombs (which the build seemed to have)...just whip up 30 Grapeshots and spam him to death. Problem solved. That's how I did it on Hard since I realized Quen had been nerfed.

Quen was a beast when I did my "quick, must know how the story ends!!!" run on Easy for the first time. Then again, back then, it did tons of damage to enemies and lasted a lot of blows. Now on Hard, I pretty much stopped using it after I realized it simply doesn't survive more than 1 hit. Dodge roll backstabbing though? Pure win.

I dunno, 1/2 was all I needed for most fights. Draug included, and I generally ignore bombs and such.
Quen is still quite useful as I see it. Absorbing the full damage of one hit, yeah that's good and upgrading it one rank still allows it to stagger enemies which is superb.
So it's still quite powerful. Also one can determine where the Draug's fireballs will land based on the red spots on the ground.

On Dark through I invested a lot in Aard, Yarden and bombs but other than that it wasn't too hard
