Viconia now have 2 symbols of talos, why does she even get them? She is not worshipping talos but rather shar. The first one she got from gaining some level(20?), while the second she got upon being ressurected from vampirism...

Every cleric gets a holy symbol at level twenty-five based on their alignment. Good clerics get a holy symbol of Lathander. Neutral get a symbol of Helm. Evil, as you noticed, get a symbol of Talos. Anomen gets a holy symbol of Lathander if he becomes lawful good even though he is a cleric of Helm. The dev team probably figured generating art assets to accommodate NPC clerics was not worth the trouble.
As for having two of them, it does sound like a bug unless you have a mod installed that drops extras.

It's a fairly common bug. You could try passing on the spare to a 2nd cleric in your party, but I don't know if it will help them if their alignment is non-evil.

Install the G3 Fixpack. Aside from fixing bugs it also has an optional component for giving Viconia a Holy Symbol of Shar. It does not fix bugs retroactively, however.

assuming the g3 fixpack add the item in the game you can technically create the item with cluaconsole. Just need shadowkeeper to find the item and the code associated with it.
