Neither of them are "Psychotic". Each of them have the capacity of emotion. I would say Morinth is more the Socio-path out of the two. Her genetic disorder makes her literally addicted to the way she kills her victims. Jack was conditioned as a child to fight and kill if necessary. We don't see any hint of remorse from Morinth for her victims just anger that she was forced into solitude. It is sad of course but her sisters chose the responsible path, she could have too.

They don't seem to think it's insane for Shepard to even consider letting them live. I'd refer to it as delusional psychosis. Don't get me wrong, ME2's squadmates are mostly homicidal nutjobs. Still, these two are in a class of their own.
Even a Renegade Shepard should consider offing them if just for the sake of some vague notion of stability.

Personally, I can empathize with Jack. Being used and treated as a tool will make anyone angry, suspicious and cynical.
Morinth? She is a one-dimensional sociopathic manipulator. Was too easy to predict what she was going to say on Samara's mission
