This idea that disk royalty fees jump dramatically when you move from three to two disks is simply false. But honestly I didn't have any problem with the cutscenes, they just seemed slightly grainy, that is all.
DVD archaic tech? That is BS. Back in my day you had to deal with FIVE or more CDs for some games.
I honestly don't know how much the fees are since I don't work in the gaming industry, so the next best thing I have is to rely on the words from developers, here's an excerpt from the Carmack interview I mentioned:
While discussing the difference between
developing games for the PlayStation 3 and the Xbox 360, Carmack
admitted that he wants hardcore id fans to help influence Microsoft's
business practices. He also confirmed something that was hinted at in yesterday's news
that Rage will be squeezed onto two DVDs: Microsoft charges developers
more to publish games on multiple discs for their system. Carmack
speculates quite logically that this is probably due to Microsoft not
wanting to look bad next to the significant storage capabilities of the
PS3's Blu-ray disc technology.
Don't think that Carmack's some Sony cheerleader, though. When reminiscing on Quake Wars'
"depressing" development cycle and launch, Carmack notes that Sony
demands that games coming out on their platform after they've already
been released on other platforms must have significant bonus content. He
also makes a big deal of the fact that while Rage will almost certainly
look and run better on the PlayStation 3, he believes the 360 is the
better hardware over all, because id is having to put double the work
into the PS3 port.
At the QuakeCon keynote Carmack mentioned that Rage
will run at 60 frames per second. However, he also said that the Xbox
360 version may look inferior due to the compression needed to fit it on
two discs (three discs wouldn't be economical, so unless Microsoft cuts
them a break they'll have to squeeze it on two). For more from the

This is pretty much what I'm basing my info on the fact that adding one extra disc would have bigger issues than just disc swapping, not only would it cost more to manufacture(i.e. To make 4M copies of ME2 you'd have to press 12M DVDs) but they also would have to pay for the MS royalty fees, if I'm wrong on this then I'll gladly shut up :3
