Where does one acquire it? I keep reading about it, but nothing I find says where you get it.
Or was I supposed to get it in my inventory at the start of the game, and somethign went screwy?

You have to input the code that came inside the game case. You get the chest in your inventory, and the rest is for sale from your camp merchant.
