Recently, I managed to find just enough Garnets to finish that infamous Denerim quest, Untraceable, but I think something about it might be bugged- I went to the Gnawed Noble tavern to try and turn it in (and I think I finished Harsh Decisions first, somehow, that might be why) and there's no option to do that, and complete the quest.

The quest is still up there for me to complete, even though I have the required amount of Garnets. Am I doomed to have this quest stuck in my log forever or is there some way to complete it, or at least get rid of it?

You're stuck. You killed the guy you worked for in Untraceable when you finished Harsh Decisions so you can't complete it.
