Did you get the random map encounter where a bunch of bandits come after you?
I haven't given her the Nug or the Flower yet. I got the encounter and then the quest. After the quest the relationship was open to me.

Ok i found the trick. Approval with other do not interefere. Not really obvious, and you shouldn't miss it or you will NEVER be able to romance her.
When you finish marjolaine quest, later in camp you can talk to leliana about what you've done about marj. You will have an option to tell her "she was special for you" or something like this. She will say yes. Then you will have something like "do you feel the same for someone else ?" she will answer yes for you. Now it's straightforward, told her you feel the same. Then talk to her again, and she will talk about stars, and then,... well, you will know what to do
Finally i got her. The bad about it, it's 5h gameplay before, didn't choice "special for you" but instead "im here if you need me", and i will need to redo all the elven part + sacred urn. Damned.
I apparently don't get that "She was special to you." option anymore. Regardless of how I go along in that conversation. Even told Morrigan that I am not interested. Seems even if I reload I am not meant to romance Leliana. Perhaps a sign?
EDIT:
Nevermind. It's a little odd, I tried again and said all the 'tough' things to her, and then the other discussion opened up which lead to a "She was special for you." Thing is, I remember being able to say that earlier too where I didn't "toughen her up", perhaps I just got to leave camp and get back or something.

What you have to do :
-first raise her approval enough to talk about marjolaine (flower, nug, being nice, whatever)
-random encounter of assassin from marjolaine
-kill marjolaine
-talk about her at camp, and select "she was special to you" (second party of discussion, in first party just select something cool)
-then, 3rd part of discussion, you need to say something like "i hope i will be special for you to"
it will trigger the romance, next you just have to be very kind, and tell her you love her.
If you already have someone who is adore or more, or a relationship with someone else, she will ask to choose. But only if you have already kissed her (it is just if you want to continue the romance and if you want to help her to warm her bed). So don't worry about it.
If you didn't said "she was special for you", the trigger is over. You will NEVER be able to talk about it at anytime, and you will NEVER be able to trigger the romance, as i have seen. So don't miss it, or it's done forever. She is the most complicated, and easy to miss romance of DA.

Dunno if you actually meant just do the Marjolaine quest or literally kill her, but I managed it without killing Marjolaine, just thought I'd mention that since it seems to be more that you need to do the quest rather than which choice you need to make.
