I'd like a conversation to fade to black upon ending, but I suck at cutscenes. There is a generic action called GEN_DIALOG_FADE_OUT, but it doesn't do anything. Is there a way to script a fade to black or must it be done with a cutscene?

Can't really help you with a script solution, as I'm very much a novice with the scripting side of things (actually, what ever it is you are before you become a novice!), but you can certainly add a fade to black effect in the cutscene editor.
Just add a new track to the master object, right click this new track, select 'Add Effect' from the options and from the new list select 'Fade Out'. In the object inspector you can then adjust the start/end times, and even the colour (black by default).

Will it fire right after the line is spoken? Do I need my characters in there?

You can set it anywhere on the timeline in the cutscene editor, so yes, you can set it to fire at the end of your dialogue.
As to the characters, I'd assume they'd have to be in there, as they're the ones having the conversation, right? Though I'll add that I've never used dialogue in any of my cutscenes/Machinima, so if it's a questions of stages, proxys and such, I'm not the best person to ask ...
