Today I tried to open ME2 only to receive the error message "Unable to authorize the listed DLC. Please log into Cerberus Network with the account used to purchase the DLC Layer of the Shadow Broker". I am unable to connect to the Cerberus Network. Every time I try, I am given the option to enter my code, which I have from my steam account, but it tells me that the code has already been redeemed.

It didn't work. I got no instructions other than an option to overwrite BioPersistentEntitlementCache.ini. I had to log back onto my EA account, but it still came up with the purchase or redeem cerberus code.
I should also probably note that Lotsb isn't showing up in my registered game promotions. I've played and beaten it 3 times and I haven't had problems until just recently.

The crack doesn't work, if you let the game log in (which resets the BioPersistentEntitlementCache.ini to what the DRM-servers want). You could also write to EA support, explain and hope for their mercy ;-) But you'll save a lot of time and hassle by just using cracked versions of the DLC you already purchased.
