Though they start today with teasing the announcements, so we might already know what it is today.

I really hope Mass Effect 3 isn't the next Kingdom Hearts III, which will take eternities to come and in the meantime we just get some spin-offs.
Would suck even more for Mass Effect 3 since Mass Effect 2 had a huge cliffhanger and I want to wrap up the story.
I'd be really pissed if that was the case.

An entirely separate team might do that as they also have that separate DLC team.

They'll be funded by EA, since they hold the Mass Effect rights as publishers, and they'll just use the same engine, much like Bugsidian used Bethesda's engine for F:NV and BioWare's for KOTOR2.Da_Lion_Man wrote...

EA marketing VP Patrick Buechner has dropped a not-so-subtle hint that a BioWare game is to be revealed at the incoming VGAs.In response to a Geoff Keighley tweet about two exclusive announcements to be made regarding the event tomorrow, the exec replied, “Bioware fans pay attention”.
It'll be Bazaar II, only this time around only US citizens are eligible, excluding N.Y. and Florida.
