An announcement in this case would be the outline of a bazillion Reapers in space w. a suitable Jack Wall piece in the background and the numbers "11.11.11." appearing underneath, before the video fades into ME3 logo.

Or the other way around.

ME3 would be an official announcement. Common sense and prior knowledge can dictate whatever they want, but until a company officially announces a game, they have wiggle room if something goes wrong.

ME2 will probably win several awards, so it would be a prime opportunity to announce ME3 and give us a little teaser.

No he said "Bioware fans pay attention!" The Legends game has already been anounced. ME3 was already a certainty. DA2 has already been anounced. TOR has already been anounced.

That leaves either a new IP, an expansion or DLC for an existing IP, a sequal to an Existing IP, or an official announcement of the Mass Effect Movie. Unless it's one hell of an expansion, a television event may not be the best venue to anounce an expansion for ME2. Considering, that BW already has it's nose to the grindstone with DA2 and ME2 DLC (and probably ME3 as well), a new IP or a sequel to an existing IP is doubtful.

The movie has been in 'pre-production' for quite some time now, with nary a detail concerning progress from either Bioware or Legendary. The official movie announcment, and possibly an accompanying  trailer is most likely what the suprise will be.

ME3 probably would have been detailed as a 3rd-person shooter, not action/adventure (even if it kind of is).
