I don't buy that it's a city at all. A destroyed facility? Sure. A city? Not sold. And yes, I've seen the high res screenshots.
That being said, the
barcode hints and the
video do not have to be pointing towards the same location. My theory only uses the video's Incisor rifle as a hint that it's in the Mass Effect universe (I don't subscribe to the "re-used item" theory). The game could take place on more than one planet so while the hints might genuinely be referring to Aequitas, the planet in the video might be entirely different. They aren't mutually exclusive.

There a large bridge and a river running through a destroyed city....this is plainly obvious...and I hope you realize that rifle model exsists in real life...it's not a ME exclusive...
